Tencent Cloud joins HKMA’s Agentic Finance Expert Group to help shape standards for AI agents in banking

Tencent Cloud has been selected as a member of the Agentic Finance Expert Group set up by the Hong Kong Monetary Authority (HKMA), where it says it will work on interoperability standards for AI agents used in financial services. The company also showed new investment research features for its WorkBuddy AI agent at Hong Kong FinTech Week.

Hong Kong, November 3, 2026: During Hong Kong FinTech Week 2026, the HKMA announced Project SAGE (Securing Agentic Finance with Governance and Enablement) and established the expert group, according to Tencent Cloud, the cloud business of Tencent. Tencent Cloud says it will draw on its experience deploying WorkBuddy in financial services to work with the HKMA and industry stakeholders on standards and governance.

What Project SAGE covers

“Agentic Finance” refers to AI agents delivering financial services, a step beyond using AI to improve internal operations. Tencent Cloud says the model could reshape how customers access and use financial products, but that risks must be addressed, “particularly in areas such as agent identity verification, accountability and system security.”

According to the HKMA, as described by Tencent Cloud, Project SAGE aims to enable practical applications of Agentic Finance while ensuring a governance framework is in place. It focuses on four areas: market development and use-case exploration, agent identity, interoperability standards, and legal and regulatory frameworks.

Tencent Cloud says it will contribute to the interoperability work. That includes exploring how AI agents across different institutions and platforms can securely identify one another, accurately communicate instructions and safely exchange data, which it calls “the foundation for the large-scale adoption of Agentic Finance.”

Liming Hu, Vice President of Tencent Cloud, said: “Common standards and protocols can help reduce duplicate integration efforts and mitigate risks associated with interactions between systems, providing a critical foundation for the large-scale adoption of Agentic Finance. We look forward to bringing WorkBuddy’s practical experience in financial services into industry discussions and contributing to the development of Hong Kong’s Agentic Finance ecosystem and related standards.”

WorkBuddy’s investment research tools

Tencent describes WorkBuddy as a full-scenario AI agent desktop workstation. Its international edition launched on May 28. Users type a natural-language prompt, and the agent gathers information, breaks the task into steps, uses tools and produces a deliverable.

The new financial capabilities are aimed at financial researchers and consultants, financial content creators and individual investors. They support company research, portfolio assessments based on information the user provides, and stock screening against set criteria.

Tencent’s example is a prompt asking WorkBuddy to compile data on Tencent Holdings (00700.HK) across its latest 12 reported quarters, analyse revenue, margins and growth drivers, and retain the original sources. The company says the agent can retrieve and consolidate reports across quarters, analyse business metrics and trends from company disclosures, and produce a preliminary research report that keeps its source references. Users can then ask follow-up questions about specific figures, calculation methods or performance drivers.

A WorkBuddy spokesperson said the product is built on human-in-the-loop collaboration: AI assists with gathering, analysing and synthesising information, while “research judgment and investment decisions remain firmly in the hands of professionals.” The company says it will keep expanding WorkBuddy’s financial capabilities.

The company’s claims

Tencent Cloud says it serves more than 10,000 financial institution customers worldwide and that WorkBuddy is widely used across banking, insurance, securities and asset management. It also showed its eKYC, risk control and marketing cloud products and its global AI infrastructure network at the event.

The release does not say how many members the expert group has or who else is on it, what the group’s timeline or outputs will be, or whether it will produce binding rules. It gives no usage figures or customer names for WorkBuddy, no accuracy or error data for its research reports, and no pricing. The customer numbers and WorkBuddy’s financial-sector adoption are Tencent’s own claims. GyanMuse could not find an HKMA statement on Project SAGE or the expert group, so the description of both comes from Tencent Cloud’s account. WorkBuddy’s research output is a preliminary draft and not investment advice.
